Tim Walz & MN Dream Act 2019: College Aid for Immigrants

In 2019, Minnesota Governor Tim Walz signed into law the “Dream Act,” a bill that allows undocumented immigrants who meet certain criteria to access state-funded financial aid for college. This decision sparked debate, with supporters arguing for equal access to education and opponents raising concerns about costs and fairness.

What does the “Dream Act” allow?

The “Dream Act” grants undocumented students who meet the following criteria access to state financial aid:

Residency: Lived in Minnesota for at least three years prior to applying for aid.

Graduation: Graduated from a Minnesota high school or earned a GED in the state.

Application: Applied for Deferred Action for Childhood Arrivals (DACA) or a similar program.

This means that these students can now qualify for grants and scholarships, including the Minnesota State Grant, which helps cover tuition and fees at state colleges and universities.

Arguments in Favor:

Equal Access to Education: Supporters of the “Dream Act” argue that it promotes educational equity by giving undocumented students the same opportunities as their peers. They believe that education is key to individual and societal progress, regardless of immigration status.

About Us

The Edvocate was created in 2014 to argue for shifts in education policy and organization in order to enhance the quality of education and the opportunities for learning afforded to P-20 students in America. What we envisage may not be the most straightforward or the most conventional ideas. We call for a relatively radical and certainly quite comprehensive reorganization of America’s P-20 system.

That reorganization, though, and the underlying effort, will have much to do with reviving the American education system, and reviving a national love of learning.  The Edvocate plans to be one of key architects of this revival, as it continues to advocate for education reform, equity, and innovation.
