MHEC Approves Bylaws for Higher Education Advisory Council

The Maryland Higher Education Commission (MHEC) has taken a significant step towards fostering collaboration and communication within the state’s higher education system by approving the bylaws for the newly established Higher Education Advisory Council (HEAC).

The HEAC, comprised of representatives from Maryland’s public and private colleges and universities, will serve as a vital link between the MHEC and institutions across the state. Its primary purpose is to:

Provide input on important policy decisions affecting higher education. The Council will offer its expertise and perspectives on issues ranging from student access and affordability to workforce development and innovation.

Facilitate communication and cooperation among institutions. By creating a platform for dialogue and information sharing, the HEAC aims to strengthen partnerships and address common challenges faced by higher education institutions.

Promote alignment and coordination of efforts. The Council will work to ensure that individual institutions’ initiatives are in sync with the broader goals and objectives of the state’s higher education system.

The approved bylaws outline the structure, membership, and responsibilities of the HEAC. Key features include:

 Balanced representation: The Council will consist of representatives from both public and private institutions, ensuring a diverse range of perspectives.

 Regular meetings: The HEAC will meet at least quarterly to discuss critical issues and provide recommendations to the MHEC.

 Clear communication channels: The Council will establish transparent communication protocols to keep members informed of developments and ensure that their voices are heard.

The establishment of the HEAC marks a pivotal moment for Maryland’s higher education landscape. By bringing together diverse stakeholders, the Council will facilitate a more collaborative and responsive approach to addressing the challenges and opportunities facing the state’s institutions.

This development is expected to:

Improve the quality of higher education in Maryland. Through shared insights and coordinated efforts, institutions can enhance their programs, services, and outcomes.

Strengthen the state’s competitiveness. By aligning the higher education system with workforce needs, Maryland can attract and retain talent, fostering economic growth.

Enhance student success. The HEAC will advocate for policies and initiatives that support student access, affordability, and completion.

The creation of the HEAC demonstrates MHEC’s commitment to fostering a strong and interconnected higher education system in Maryland. With the Council’s work, the state is well-positioned to achieve its ambitious goals for higher education, ensuring a brighter future for its students and its economy.

About Us

The Edvocate was created in 2014 to argue for shifts in education policy and organization in order to enhance the quality of education and the opportunities for learning afforded to P-20 students in America. What we envisage may not be the most straightforward or the most conventional ideas. We call for a relatively radical and certainly quite comprehensive reorganization of America’s P-20 system.

That reorganization, though, and the underlying effort, will have much to do with reviving the American education system, and reviving a national love of learning.  The Edvocate plans to be one of key architects of this revival, as it continues to advocate for education reform, equity, and innovation.
